Leading Ohio's Enterprise Business Intelligence Program

Background

Navigator Management Partners was the lead solution provider and systems integrator for the State of Ohio’s award-winning Business Intelligence (BI) Program. The program is an enterprise-wide BI solution enabling over 100 state agencies, boards and commissions to accurately report and analyze financial, supply chain and human resources data utilizing Cognos as the BI tool and PeopleSoft Enterprise Performance Management (EPM) Oracle as the data warehouse. 

Approach

Navigator created the BI roadmap and reporting strategy, and then provided end-to-end services for execution of the projects listed in the five-year roadmap. The roadmap involved building out a foundational data layer, data marts, technical infrastructure and adoption of the new data warehouse. Navigator also provided the following services: reporting, ETL, business analysis, organizational change management, and training. 

Results

  • The State of Ohio BI implementation was recognized in a Gartner case study and also received the National Association of State Chief Information Officers (NASCIO) State IT Recognition Award Nomination. 
  • Estimated $10M/year ROI by eliminating redundant reporting efforts, reducing agency silo applications and minimizing upgrade disruptions. 
  • Established a 54-member BI Shared Council from 17 agencies to provide standards, subject matter expertise, ensure program continuity and deliver meaningful content across all state agencies.
  • Successfully supported 70,000 report-runs per month out of the data warehouse.
