Building on the momentum of a successful Business Intelligence program, the State of Ohio asked Navigator to help implment big data technology in order to advance their analytical maturity into predictive and prescriptive analytics. This project became Ohio Data Analytics.

There is an extraordinary opportunity in the sharing, unification, and analysis of underlying data sets. Turning raw data into actionable insights allows agencies to identify important trends and address real-life scenarios and issues.

Ohio Data Analytics

The goal of Ohio Data Analytics was to deploy and successfully manage the change associated with introducing new, innovative, and evolving technology.

Ohio Data Analytics supports State of Ohio agencies in many ways, including with a big data platform that allows for the collection, sharing, and applied advanced analytics of Ohio's data across state agencies. The platform includes a hybrid approach allowing agenicies to choose whether to run their workload in the cloud or on the state's on-premises data lake. Ohio Data Analytics exists to make the state's data actionable, increasing efficincies and improving citizen services.

The Business Problem

Before Ohio Data Analytics, agencies were forced to use infrastructure not built for advanced analytical capabilities, inhibiting collaboration across agencies and the usefulness of the state's data.

Until implementing Ohio Data Analytics, the state did not have a secure or efficient way to share data across agencies. Data existed in silos and varied is source, structure, and actionability. This prevented data from being used to its fullest extent. The Ohio Department of Administrative Services was tasted with implementing an innovative platform that would host the vast amount of data managed by the state's many different agenices. After building and running a very successful Business Intelligence program for several years at the state, Navigator was charged with leading the initiative technologically and programmatically, providing expert guidance regarding strategy, architecture design, implementation, and enterprise engagement.

Our Approach

Navigator provided program support and enablement for Ohio Data Analytics through program strategy, engagement & adoption expertise, solution architecture, and more.

From a programmatic perspective, Navigator worked closely with subject matter experts across Ohio, including transactional, managerial, and executive leads to holistically understand the state's technical enviornment and requirement for analytics. Navigator has supported the state with roadmaps, data governance recommendations, security considerations, and knowdledge from industry best practices. Navigator has also built and supported the state's modern architecture for data analyitcs, including a number of industry-leading analytical tools. 

In terms of solution delivery, Navigator administered the overall analytics enviornment, including a full Cloudera Hadoop distribution, along with additional technologies such as Tableau, Alteryx, and StreamSets among others. On top of administration and maintenance, Navigator developed solutions on the platform including ingesting numerous data types, de-identification routines, streaming, visual analytics, analytical models, security, data governance and audit, and operationalizing solutions. Functionally, solutions have been developed to support use cases around cyber, 360 degree master data indexes, data warehouse optimization, as well as supporting larger analytics projects including Infant Mortality and Opioid Addiction.

From an organizational change management perspective, Navigator supports the success of Ohio Data Analytics with enterprise-widecustomized training course design and instructor-led training delivery for developers, business managers, and excutive leaders across the State of Ohio's agencies. In addition, Navigator supports enterprise enablement through targeted marketing efforts and audience-drived communcation to air in the success of adoption of newly-implemented technologies, methods, and tools. By driving engagement with key stakeholders across agencies, the state has been able to effectively work toward removing barriers to buy-in and actively raising awareness of the cutting-edge technology now available. 

Results

Ohio Data Analytics helped the State of Ohio realize its goal of turning data into actionable information.

Multiple agency programs are analyzing critical problems for Ohio and the country, including issues like Infant Mortality data, Opoid use, transparency, and program efficiency and effectiveness. The centralized platform and service is designed for and available for usage by all 100+ agencies, boards, and commissions within the state. 

There is extraordinary opportunity in the sharing, unification, and analysis of the underlying data sets by placing them under the lens of advanced analytical tools. The platform was designed to take action in agency transactional systems and programmatic touch points with citizen constituents by providing analytical answers from algorithms running within the platform. The platform turns raw data into actionable insights that agencies can use to identify important trends and address real-life scenarios and issues.
